Who Needs to Take the Test?

In accordance with Utah Code Annotated § 53F-5-215, teacher candidates earning their teaching license in the areas of early childhood, elementary education, and special education will need to complete a teacher literacy preparation assessment before they are awarded their professional license. The Foundations of Reading assessment measures teacher candidate's foundational knowledge in the science of reading related to literacy instruction as described in Utah Code. Teacher candidates seeking licensure on or after September 1, 2022, will be required to take the Foundations of Reading assessment before they are recommended for licensure. Candidates may participate in piloting the assessment before that time.

Registration Vouchers

Candidates from Utah who are currently enrolled in an Educator Preparation Program will receive a test voucher from their program. The voucher must be entered during the registration process. Vouchers cannot be applied retroactively to existing registrations, so be sure to acquire your voucher before you register. If you have any questions about your voucher, ask your faculty advisor before registering for the test.

If you register for the test and use your voucher, and then later withdraw your registration, you will be able to re-register and use your voucher again. If, however, you do not withdraw your registration and are subsequently absent from the test, your voucher may not be reused.
